Our goal is to provide the maximum possible number of trips for our transportation dependent senior and permanently disabled residents of Monmouth County within available resources.
We do this through a combination of in-house service referred to as SCAT and through contracts with private vendors to provide “shared ride” taxi service. Services are funded through a combination of Title 3, Older Americans Act, Casino Revenue, Section 5311, county funds and fares and payments in lieu of fares from various organizations. For service funded by section 5311, County and Casino revenue, service is provided on a first come first served basis. We do try to make special accommodations for life sustaining medical needs such as kidney dialysis.
We aggressively pursue new funding sources in our continual aim in providing more and better service to the residents of Monmouth County. We are committed to the concept that through combining all transportation resources, a community transportation system result that provides the greatest benefit to the most number of people.

REASONABLE MODIFICATION POLICY
The Monmouth County Division of Transportation recognizes that disabilities are as diverse as the individuals they serve and recognizes the need to make reasonable modifications to its policies, regarding assistance offered to passengers who may require additional assistance to use its services.
Under Title II of the ADA, state and local governments are required to make reasonable modifications to policies, practices and procedures where necessary to avoid discrimination.
For those riders who require additional assistance, the Monmouth County Division of Transportation will endeavor to accommodate all reasonable modification requests for such assistance by following procedures outlined below:
1. Riders must inform the intake department of the Monmouth County Division of Transportation of the need and specific type of additional assistance requested at the time ride reservation is made.
2. The intake department will advise the office manager/scheduler of the specific rider need/request. The office manager/scheduler will log the information within the client information system and determine the resources required to accommodate rider.
3. The office manager/scheduler will evaluate the request and report to the Director of Transportation whether the request is reasonable to perform.
4. If the Director of Transportation deems the service requested to be unreasonable to perform or to repeat on a regular basis, he/she must cite specific reasoning to support the finding and inform the client via phone call at least 48 hours before the requested/scheduled trip. The findings must also be communicated to the rider expeditiously in writing
5. Riders may appeal any such decisions by following established ADA grievance procedures. Complaints that a County program, service or activity is not accessible to persons with disabilities should be directed to The Monmouth County Division of Transportation attention Director Lodato. Notice to the Public
SCAT gives public notice of its policy to assure full compliance with Title VI of the Civil Rights Act of 1964 and all related statues. Title VI requires that no person in the United States of America shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity for which SCAT receives Federal financial assistance.
Specifically, no person or group of persons shall be discriminated against with regard to the routing, scheduling or quality of transportation service furnished by SCAT on the basis of race, color or national origin. Frequency of service, age and quality of vehicles assigned to routes, and location of routes may not be determined on the basis of race, color or national origin. County of Monmouth operates its programs and services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964, as amended. Any person who believes that she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint in writing to County of Monmouth.
