PUBLIC NOTICE TO ALL REGISTERED VOTERS
IN THE COUNTY OF MONMOUTH
Pursuant to N.J.S.A. 19:12-9, you are hereby advised of the following procedure to be used for the General Election to be held on November 5, 2024, from 6:00 AM to 8:00 PM.
(1) any person attempting to vote may be challenged by a candidate, by the duly authorized challenger for a candidate or a political party or on a public question, or by a member of the district board of elections, because the challenger or board member has good cause to believe

(3) a person who is challenged may seek to establish his or her right to vote by swearing out and signing an affidavit attesting to the voter’s qualifications and/or providing a suitable identifying document for inspection, which may be - but is not limited to - the following; a valid New Jersey Driver’s License, a sample ballot with the voter’s name and address, an official Federal, State, County or Municipal document, a utility or telephone bill or tax or rent receipt dated within 30 days, or a piece of mail postmarked on or after the 60th day before the election; a copy of the affidavit shall be given to the challenged voter; the district board shall determine the validity of the challenge by voting on it pursuant to N.J.S.A. 19:15-24;
(4) any challenger, who seeks to deny a voter the right to vote, must sign an affidavit stating the reason why the voter is not entitled to vote. The district board will, when the challenge is made require the challenge affidavit to be signed by the challenger, the voter, and by the district board. A copy of the completed form will be furnished to the voter;
(5) any person who is denied the right to vote by reason of a successful challenge made at the polls may seek permission from the Superintendent of Elections to appear before a Superior
Court Judge at Freehold to seek court order allowing that person to vote; the applicant should take copies of any affidavits given to him or to her at the polls and any proof submitted at the polls in support of that person’s right to vote;
(6) forms to register complaints about the conduct of an election shall be available at each polling place in the county.

Registration deadline is 21 days before an election.

Registration of voters shall be conducted at the Office of Commissioner of Registration/ Superintendent of Elections, Monmouth County Special Services Complex, 300 Halls Mill Road, Freehold, each weekday between the hours of 8:30 AM and 4:30 PM, or at the municipal offices in the voter’s community each weekday during business hours.

Shall the Borough of Atlantic
Highlands acquire, preserve and improve lands for open space, conservation,
recreation and parkland purposes, and increase the annual levy from one cent
($.01) to two cents ($.02) per $100 of assessed valuation and annually
appropriate that revenue for that purpose?
Interpretive Statement
This non-binding Question
affects only the Borough of Atlantic Highlands. In the November 1999 Election,
the majority of the Atlantic Highlands voters by referendum approved the
Borough establishing and collecting an annual dedicated open space tax of $.01
per $100 of assessed property value, as a line item on the annual Real Estate
Property Tax Bill. The tax began in the year 2000 and the dedicated funds have
been used to partially fund the acquisition and preservation of open space and
passive recreation properties, such as Lenape Woods. If this question is
approved by the voters, the Borough of Atlantic Highlands may increase the
annual open space trust fund levy to not more than $0.02 cents per one hundred
dollars of assessed valuation. Currently, the Borough of Atlantic Highlands may
impose an annual levy of not more than one cent per one hundred dollars of
assessed valuation. If this question is approved, the annual levy that the
Borough may impose will be $ 0.02 cents per one hundred dollars of assessed
valuation. This means that during 2025 and subsequent years, a house assessed
at $621,326 may pay up to $124.27 a year in property taxes for open space
acquisition, an increase of $62.13 over the 2024 levy. This money will be
deposited into the “Open Space Trust Fund” and shall be used exclusively to
acquire, preserve and improve lands for open space, recreation, conservation
and parkland purposes; or payment of debt service on indebtedness issued or
incurred by the Borough of Atlantic Highlands for any of the purposes set forth
above. Lands acquired by the Borough of Atlantic Highlands using these revenues
shall be held in trust and shall be used exclusively for the purposes described
above.

Proposal
Shall
the Township of Manalapan, in the County of Monmouth, New Jersey, be authorized
to sell its water system (commonly known as the "Water System") to
Veolia Water New Jersey, Inc. for the sum of $4,000,000?
Explanation
If
a majority of the legal voters in the Township vote "yes", the
Township of Manalapan will sign an agreement of sale with Veolia Water New
Jersey, Inc. for the Water System servicing certain residents and property
owners within the geographic boundaries of Manalapan Township in the amount of
$4,000,000. Proceeds from the sale shall be used exclusively for the retirement
of outstanding Township debt. The agreement provides that Veolia Water New
Jersey, Inc. will provide and maintain all water services to the existing
customers of the Township’s water system and will make substantial capital
improvements to such water system. The water service rates charged to the customers
of the Township’s water system will be maintained at the rates in effect at the
time of the sale for a minimum of two years and increase by no more than 3%
each year for the next following three years. All rate changes shall be subject
to review and approval by the New Jersey Board of Public Utilities, the state
agency with authority to oversee regulated utilities, in order to ensure safe,
adequate, and proper utility services at reasonable rates for customers in New
Jersey. If a majority of the legal voters in the Township vote “no”, the
Township will retain the Water System and will immediately begin a process to
increase rates to the extent required to address the need for additional
capital improvements and maintenance activities.
Middletown Township
Open Space Proposal
Should
Middletown increase the levy for the existing Middletown Open Space,
Recreation, Floodplain Protection, and Farmland and Historic Preservation Trust
Fund, from the currently approved and implemented annual levy of three cents
per $100 of equalized valuation to four cents per $100 of equalized valuation,
pursuant to N.J.S.A. 40:12-15.7(a), to fund additional acquisitions and
improvements to open space and parkland properties?
Explanatory Statement
In
1998, Middletown voters approved the establishment of a Township Open Space
Trust Fund, with a dedicated tax levy of one cent per $100 of equalized
valuation. In 2002, voters approved an increase in the collection rate to two
cents per $100 in equalized valuation. In 2020, voters approved an increase in
the collection to three cents per $100 in equalized valuation. This referendum
seeks voter approval for an increase in the dedicated tax levy by one cent to
four cents per $100 in equalized valuation. The increase will fund additional
acquisitions and improvements to open space and parkland properties.

the Township of Wall, pursuant to N.J.S.A. 40: 12-15.7d(1), adopt an ordinance
authorizing the creation of an Open Space, Recreation, Farmland, and Historic
Preservation Trust Fund (hereinafter, "Wall Township Open Space
Fund") through the establishment of a municipal property tax of $0.015 per
$100.00 of assessed real property value to be used for the conservation and
preservation of land and open space, and to protect water quality in the
rivers, streams, and other waterways. The Wall Township Open Space Fund would
be authorized to use monies for the acquisition, development, and maintenance
of lands for recreational and conservational purposes.
Interpretive Statement
A
"yes" vote means that the voters desire the Township Committee
authorize the creation of an Open Space Fund which shall be a dedicated fund
created primarily through a municipal property tax of S0.015 per $100.00 of
assessed real property value. The Open Space Fund will be used for the
acquisition, development, maintenance, and preservation of lands for
recreational and conservational purposes. As an example, if the referendum is
approved, an owner of real property assessed at $100,000 would annually pay $15
per year. For an average home assessed in Wall Township, this would increase
the tax payment by approximately $74.00 per year.

Manalapan-Englishtown Regional School District
Proposal
The Board of Education of
the Manalapan-Englishtown Regional School District in the County of Monmouth,
New Jersey (the “Board”) is authorized to (a) undertake various improvements,
alterations, renovations, and upgrades at John I. Dawes Early Learning Center,
Clark Mills School, Lafayette Mills School, Milford Brook School, Pine Brook
School, Taylor Mills School, and Wemrock Brook School, including acquisition
and installation of fixtures, furniture, equipment, and any site work;
(b) undertake various improvements,
alterations, renovations, and upgrades, and to undertake the
construction of an addition at Manalapan-Englishtown Middle School, including acquisition and installation of
fixtures, furniture, equipment, and any site work; (c) appropriate $115,378,211 for such improvements; and (d) issue bonds in an
amount not to exceed $115,378,211.
The eligible costs for the projects approved by the
New Jersey Commissioner of Education are $108,006,431 (consisting of $1,294,150 for John I. Dawes Early Learning
Center, $14,502,540 for Clark Mills School, $12,490,842 for Lafayette Mills
School, $8,603,790 for Milford Brook School, $12,919,725 for Pine Brook School,
$13,994,539 for Taylor Mills School, $10,896,795 for Wemrock Brook School, and
$33,304,050 for Manalapan-Englishtown Middle School). The projects
include $0 for school facility construction elements in addition to the
facilities efficiency standards developed by the Commissioner of Education or
not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will
equal 40% of the annual debt service due with respect to the final eligible
costs of the projects. The Board of
Education is authorized to transfer funds among the projects approved at this
election.

"Woodrow Wilson" and all references associated with "Woodrow
Wilson" be removed from the school building and/or school district. A new
name for the school building and all associated references will be decided at a
later date.
