RFB/RFQ/RFP/RFPQ

The type of goods and services needed and the estimated total dollar amount of an order affect the procedures followed in our procurement policies.

Requests for Bids (RFB's)

"Formal" bids, or RFB's, currently total $17,500 or more, due to "Pay-to-Play" laws, and are, by statute, publicly advertised in an official newspaper of the contracting unit in the Classified "Notice to Bidders" section. Responses must be mailed or delivered to the County at the time and place advertised, in sealed envelopes, and will be read in public at the advertised place and time.

Requests for Quotes (RFQ's)

"Informal" RFQ's may be submitted by mail, written, by telephone (verbal quote), or fax machine, and total under the current bid threshold of $17,500.

Requests for Proposals (RFP's)

RFP's are used in certain circumstances such as "Fair and Open" contracts. Such procedures differ from regular bids and quotes. RFP's are advertised on the County website for at least 10 days prior to the receipt date (20 days for Competitive Contracts), and will be read in public at the advertised place and time.

Requests for Professional Qualifications (RFPQ’s)

Two-step process, specifically for the acquisition of Architectural and Engineering services. “Step-One” is advertised on the Purchasing website, followed by a posted notice as to the three (3) or four (4) firms that have been selected to submit their pricing proposal. In “Step-Two” awarded contracts are then posted to the menu list.
