Monmouth County Board of Commissioners spotlight Union Beach Shared Services
Borough Mayor praises Monmouth County Shared Service Agreements

FREEHOLD, NJ – As part of an ongoing series spotlighting successful shared services partnerships, the Monmouth County Board of County Commissioners is proud to feature their shared services agreements with the Borough of Union Beach.

"Since 1998, Union Beach has maintained a strong partnership with the Monmouth County Office of Shared Services, utilizing eight shared service agreements," said Commissioner Director Thomas A. Arnone, liaison to the Monmouth County Office of Shared Services. "These agreements have consistently helped reduce costs while ensuring reliable, high-quality services for our partners and their residents."

The Borough of Union Beach utilizes the Community Rating System (CRS) Agreement, which offers government entities the use of a web-based CRS/floodplain management system which provides flood hazard information and data for municipalities, like Union Beach.

One key agreement provides us with the Forerunner software program, essential for our Flood Plain Management. This initiative greatly helps Union Beach maintain its Community Rating System (CRS), which leads to a 10 percent reduction in flood insurance rates for our residents. The County not only coordinates the software use but also covers a portion of its cost,” said Charles Cocuzza, Mayor of Union Beach.

Another shared service agreement Union Beach partakes in is the Commodity Resale Agreement. This agreement allows the purchase of certain commodities from other contracting units to be provided for purchase by the local government entity. Some commodities may include gasoline, diesel fuel, snow removal chemicals and more.

“Another valuable agreement is the ‘Commodity Resale Agreement,’” said Mayor Cocuzza, “Through this, we purchase gasoline for all borough vehicles and coordinate certain vehicle repairs with the county. Additionally, we use this agreement to buy brine and rock salt during the winter, resulting in significant savings for our residents throughout the year.”

Union Beach also has taken advantage of the Public Safety Answering Point (PSAP) Agreement through the Monmouth County Sheriff’s Office. This agreement distributes all calls to the municipality by call relay, transfer or direct emergency dispatch.

“Lastly, our 911 telecommunications services are facilitated through the Monmouth County Sheriff's Office. This service has saved the Borough of Union Beach hundreds of thousands of dollars since its implementation. It has streamlined our operations, and with the Sheriff's Office assistance, we've been able to provide necessary equipment for our first responders,” said Cocuzza.

“Our partnership through the Public Safety Answering Point Agreement ensures that emergency calls and dispatch services are handled promptly and effectively. The Monmouth County Sheriff’s Office Communications Division has a great working relationship with Union Beach and is proud to continue to provide them with professional, reliable, and coordinated emergency response services,” said Sheriff Shaun Golden.

"Our Monmouth County Board of Commissioners, along with our Sheriff's and Clerk's offices, have truly set the standard for how County Government can support local taxpayers and keep costs down for everyday necessities,” said Mayor Cocuzza. “The implementation of these Shared Services Agreements has greatly reduced costs for our taxpayers!"

Other shared service agreements that Union Beach has are the Municipal Assistance, Open Public Records System (OPRS-RIM), Tax Board MOD IV, iTaxMap and Health Services Agreements.
