County
Commissioners highlight Shrewsbury Borough Shared Services success stories
Borough has been
receiving services since 1998
FREEHOLD, NJ – As part of their series on successful shared services partnerships,
the Monmouth County Board of County Commissioners would like to showcase the
Shared Services agreements between Monmouth County and Shrewsbury Borough.
The Borough of Shrewsbury has been using shared services agreements since
1998. Since 2009, the Monmouth County Sheriff's Office 9-1-1 Communications
Center has been handling the borough's 9-1-1 emergency calls through a Public
Safety Answering Point agreement with Monmouth County. In 2023, the Sheriff's
Office also took over the Borough's dispatching for police, fire, and EMS
services. Now, under the leadership of Monmouth County Sheriff Shaun Golden,
the Monmouth County 9-1-1 Communications Center manages all dispatch operations
for the Borough of Shrewsbury.
“Thanks
to the hard work of Sheriff Shaun Golden and his staff, Shrewsbury receives
exceptional 9-1-1 and dispatch services from the Monmouth County Sheriff’s
Office Communications Division,” said Commissioner Director Thomas A. Arnone,
liaison to Monmouth County Office of Shared Services. “This agreement is
another great demonstration of the effectiveness of shared services and the
County's commitment to supporting our local municipalities.”

dispatch services," said Monmouth County Sheriff Shaun Golden. "Our
commitment to ensuring the safety and well-being of the community is
unwavering, and working with Shrewsbury provides efficient, reliable emergency
response services that helps keep residents safe every day.”
Through the New Jersey Department of Division
of Community Affairs, Shrewsbury Borough received a LEAP Grant in 2024, which
covers the cost of their PSAP Agreement with the County for five years. The LEAP program encourages towns to streamline
government entities to increase efficiency and the quality of life for
residents while keeping taxes under control.
“The move to County Dispatch has allowed the borough to be on
a platform that is state of the art. This move has provided major savings to
the taxpayers and there have been no lapses or changes in Dispatch Services.
Had we remained with our own Dispatch Services, upgrades and maintenance of the
system would have been cost prohibitive,” said Mayor of Shrewsbury, Kim Eulner.

The Monmouth County Office of Shared Services facilitates partnerships
with local government entities through which the County provides services,
equipment and resources to a local government which helps to reduce costs and
increase efficiencies.
